OCWC Newsletter Dec. 2009

Washington State Board of Community and Technical Colleges
The most exciting part about OpenCourseWare is that it never ceases to evolve; the basic idea of sharing takes on a new and different form through individual projects. There has been a very active movement for community colleges to open up education in recent years. Among them, the Washington State Student Completion Initiative is a program that strives to assist students especially from lower income families to complete their education. Open contents is a big part of the initiative. In order to strengthen the curriculum and teaching in basic gatekeeper courses, 80 high enrollment courses will be redesigned for online and blended delivery and will be available to the public. Opening the courses is an attempt at reducing the cost of textbooks for the students and at promoting active sharing among colleges. With the Washington State Board of Community and Technical Colleges as a new member of the Consortium, we are looking forward to more activities from community colleges from around the world.

APTIKOM in Indonesia
APTIKOM is an association of computer science departments from more than 700 universities in Indonesia. During the annual conference held on November 18th and 19th, there was an in-depth discussion on utilizing OpenCourseWare for setting standards to improve the quality of education and pedagogical practices. Meena Hwang, the Interim Director of Community Outreach, gave a presentation OCWC. APTIKOM is now preparing to launch their OCW site as a collaborative effort between universities, the government, and the private sector. The use of open source software and open contents is a well received idea in Indonesia, and we hope to witness an upsurge of OCW from Indonesia. Interviews from APTIKOM are available on Youtube.

The OCWC Webinar
The monthly webinars are usually held on the first Thursday of the month. However, in January, we are having it on the 14th, the second Thursday of the month so that you can enjoy all the holiday festivities you can. Clay Whipkey, the Technology Director of OCWC will give a talk on “Why and How of Metadata.” All those interested can join us at http://breezemeeting.asu.edu at 10AM EST, January 14th. Adobe Connect Pro may require your computer to upgrade your Flash version, so please come and check in ahead of time to make sure that you meet the technical requirements. The meeting room will be open a day in advance so you can check the technical specifications.

Washington State Board of Community and Technical Colleges

Lo más emocionante acerca de OpenCourseWare es que nunca deja de evolucionar. La idea básica de compartir toma una forma nueva y diferente a través de los proyectos individuales. Recientemente, ha habido un movimiento muy activo para las comunidades universitarias para hacer de la educación algo abierto. Entre ellos, el Washington State Student Completion Initiative es un programa que se esfuerza por ayudar a los estudiantes especialmente a los provenientes de familias con pocos medios a terminar sus estudios. Los contenidos abiertos es una gran parte de la iniciativa. APTIKOM en Indonesia

APTIKOM es un conjunto de departamentos de informática de más de 700 universidades de Indonesia. Durante la Conferencia Anual que tuvo lugar del 18 al 19 de Noviembre, hubo un debate en profundidad sobre el uso de Open Course Ware para establecer estándares por mejorar la calidad de la educación y las prácticas pedagógicas. Самое важное в OpenCourseWare это то, что эта концепция всегда развиваться; основная идея распространения приобретает новую форму в отдельных проектах. В последние несколько лет существуют очень активные движения в сообществе колледжей, для того чтобы сделать образование доступным. Среди них Washington State Student Completion Initiative - программа, которая предназначена для помощи студентам, в основном из семей с низким доходом, для завершения их образования. Открытое содержание - это основная часть такой стратегии. Для того чтобы отшлифовать учебный план и курсы обучения на начальных курсах, 80 курсов будут выложены для публичного online доступа. APTIKOM в Индонезии
APTIKOM - это ассоциация факультетов компьютерных наук из более чем 700 университетов Индонезии. OCWC Membership and Fees

The OCW Consortium was incorporated as a not-for-profit organization in 2008. Many people put in the work required to transform the Consortium from a loosely tied affiliation of like-minded people to a more organized entity that is at the center of the worldwide movement of opening up education. As the Consortium makes new strides in this different capacity, the decision to collect membership dues was made by the Board of Directors at its April 2009 meeting. Membership dues, along with grants and other revenue sources, will allow the Consortium to continue playing its important role on a global scale. Paying the membership dues is a means for each member institution to express commitment to taking ownership of the Consortium. ‘Inclusive’ has always been one of the core values of the Consortium, therefore, institutions that do not have the resources for membership dues can request a partially or fully subsidized membership. Please contact us for more information. The 2010 membership fee structure is as follows.

Details on each of the member categories and associated fees can be found here.

The lead contact at each member institution has received a letter outlining the new membership categories and asking that the institution declare their membership category. Invoices based on these categories have been sent to each institution. Thank you to those of you who have already paid Membership Dues for 2010. Some institutions have expressed interest in becoming sustaining members of the Consortium, and we are seeking more members who will assist in securing financial sustainability of the Consortium. Grant Opportunity: OLNet Fellowships

OLNet is now accepting application for its fellowship programs in which researchers and practitioners of OER are supported to carry out projects that “identify the value and evidence” of OER. There are three types of fellowships: expert fellowships, fellowships, and internships. More information can be found here. This is a great chance to not only conduct a research project in the field that you love, but an opportunity to meet with the experts in the field. The application deadline is on the 18th of January.

I’m happy to share that MIT President Emeritus Charles Vest, who was MIT’s president at the inception of MIT OpenCourseWare, will be the keynote speaker at the upcoming LINC 2010 conference on MIT’s campus this May. This conference promises to be a great opportunity for global discussion of OCW and other technology-enabled education projects. Details included below.

Technology-Enabled Education to Learners of All Ages
On the campus of MIT, Cambridge, Massachusetts USA

MIT LINC is an international community of individuals and organizations that focuses on higher education in emerging countries and the role that technology can play in expanding educational reach. It is a collaboration of educators from around the world whose purpose is to share best practices and to learn from each other’s mistakes, in order to move forward with successful e-learning projects in their home countries.

With the 2010 theme, “University Leadership: Bringing Technology-Enabled Education to Learners of All Ages”, the consortium intends to showcase examples where universities are increasing usage of e-learning by reaching down to K-12 education or reaching up to lifelong learners. If technology-enabled education is to contribute to the social and economic development of emerging nations, it must move beyond the university to improve K-12 schooling and to create a culture of lifelong learning.

Plenary speakers include rectors of the leading virtual universities in Latin America, South Asia and Sub-Saharan Africa. The keynote plenary speaker is Dr. Charles M. Vest, President of the National Academy of Engineering and President-Emeritus of MIT. Other plenary speakers include educational leaders from business and government.

LINC 2010 participants will travel from all parts of the world as representatives of universities, government, corporations, foundations, K-12 education and lifelong learning initiatives. Each will come to share an international forum with others who understand the challenges faced by emerging nations in achieving the transformational potential of technology-enabled teaching and learning.  Innovative technologies and content will be presented and explored, along with the policies and pedagogies that make them successful. In the end, as with previous LINC conferences, valuable contacts will be made, strategic relationships developed and exciting educational collaborations begun.

Barcamp Loja 2009 was held on the 28th of November at the Universidad Tecnica Particular de Loxa in Ecuador. The conference was built around the theme of technology and its impact on society, education, and business. Tom Caswell, the Strategic Outreach Manager of the OpenCourseWare Consortium spoke about OER and OCW. You can view the presentation with simultaneous Spanish interpretation below.

Edmundo Tovar from the Universidad Politecnica de Madrid also represented the Consoritum and spoke about OCW at this event. Edmundo serves as a Board member of the OpenCourseWare Consortium and is intimately involved with activities at Universia, a consortium of Spanish speaking universities in OCW. And of course, the presentationis in fluent Spanish.

OCWC Global 2009:Política Educativa y OCWC
El Encuentro Global Anual de OCWC tendrá lugar en Hanoi, Vietnam. OCW se ha presentado como una iniciativa única del gobierno que está en marcha y está teniendo un gran impacto en educación en Vietnam. La website de la conferencia estará lista a principios de diciembre en http://conference.ocwconsortium.org . Los debates de la conferencia se desarrollarán a partir del tema de la Política Educativa y la OCW. Los detalles sobre la propuesta de participación y presentación se ofrecerán en la website de la conferencia.

Más colaboración, mayor impacto
Nos basamos en ser transparentes y compartir, y ¿qué mejor forma de conseguir eso que colaborar con más gente? Mary Lou Forward, la Directora Ejecutiva de OCWC se reunió con Jay Yoon, el director del proyecto Corea Creative Commons el 7 de Noviembre para debatir como cada parte puede ampliar su colaboración y contribuir a una educación abierta. Los estudiantes universitarios también fueron invitados, y fue una oportunidad para que aprendieran a como pueden compartir conocimientos. OCWC también está comprometido a llevar Creative Commons a Vietnam, y este tipo de colaboración promete abrir puertas a más actividades y tener repercusión a diferentes niveles.

OCWC Webinario de Noviembre

La Universidad de California, Irvine ha puesto en práctica un sistema de “centro y conexiones” que distribuye OCW. La optimización del motor de búsqueda se ha conseguido en parte a través de una red de sitios Web que te vuelven a poner en relación con el curso original OCW que se ofrece en UC Irvine. En este Webinario, Larry Cooperman, Director del Proyecto Irvine OpenCourse Ware (Software Pedagógico Abierto) de la UC describirá esta arquitectura y algunos resultados sorprendentes en términos de visibilidad. El webinario también reconsiderará brevemente el modelo Irvine de la UC para la sustentabilidad de OCW.

OCW de Asia
Del 4 al 7 se celebró la primera conferencia de OCW de Asia. Se celebró en la Universidad de Corea en Seúl, Corea. Oradores de Japón, Taiwán, Vietnam, China, Estados Unidos y Corea hablaron de temas actuales y comunes en OCW.

更多合作，更大影响
我们的开放课程协会注重开放和分享，与更多的人合作将更好地达到这个目的。（试问，比起与更多的人合作，还会有更好的办法吗？）今年11月7日，开放课程协会执行董事Mary Lou Forward女士会见了韩国“创作共用”组织（Creative Commons Korea）的Jay Yoon先生，讨论了各方如何进一步合作和如何为教育开放做贡献。作为一次学习如何分享知识的机会，在校大学生也被邀请参加讨论。开放课程协会已经参与把“创作共用”（Creative Commons）带到越南的活动中，期冀此类合作能打开一双窗口，在不同的层次上创造出更多的活动，产生更大的影响。

开放课程协会11月网络会议
加州大学欧文分校（The University of California, Irvine）实现了一套“分支结构”系统，用来发布开放课程。通过把一些网站链接到原来的开放课程（部署在加州大学欧文分校提供主机服务），系统的搜索引擎优化已经部分完成。在本月的网络会议中，加州大学欧文分校的开放课程项目主管Larry Cooperman先生将讲述项目架构和在“可见性(invisibility)”方面得到的意外收获，并对加州大学欧文分校的开放课程可持续性模型进行概述。

此次网络会议将在美国东部时间12月3日上午10时（北京时间12月3日下午11时）开始。如果您有兴趣参加，请发送邮件到feeback@ocwconsortium.org，附上您的姓名和相关信息。之后，您将收到如何参加网络会议的操作指南。此次网络会议将对所有对开放课程感兴趣的人开放。

OCWC의 이사인 Mary Low Forward는 지난 11월 7일 크리에이티브 커먼즈 코리아의 프로젝트 리더인 Jay Yoon을 만나 어떻게 각각의 기관이 협력을 통해 교육을 공개하는 데 공헌할 수 있는 방법에 대한 토론을 하였습니다. 대학생들 역시 토론에 초대되어 지식을 공유하는데 기여할 수 있는 방법에 대해 배울 수 있는 시간을 가졌습니다. OCWC는 이미 크리에이티브 커먼즈를 베트남에 적용시키는 일에 참여하고 있고 이러한 형태의 협력은 여러 단계에서의 더 많은 활동을 촉진시키고 영향력을 증진시키는 시발점이 될 것입니다.

OCWC 11월 Webinar
캘리포니아 대학교 얼바인 캠퍼스(UC Irvine)는 OCW 배포를 위한 “hub-and-spoke”(중심과 받침살) 시스템을 구현하였습니다. UC Irvine에서 호스트하고 있는 OCW 코스와 연결되는 웹사이트들의 네트워크를 통해서 검색 엔진 최적화가 부분적으로 완료되었습니다. 이 웹 세미나에서 UC Irvine의 오픈코스웨어 프로젝트 총책임자인 Larry Cooperman은 이 구조와 몇몇의 놀라운 결과를 설명할 것입니다. 또한, 본 웹 세미나에서 간략하게 UC Irvine의 지속 가능한 OCW 모델을 보여줄 것입니다.

OCWC Global 2010: Educational Policy and OCW
The 2010 Annual OCWC Global Meeting will take place in Hanoi, Vietnam. Vietnam OCW has presented itself as a unique government-run initiative and is having a great impact on education in Vietnam. The conference website will be ready in early December at http://conference.ocwconsortium.org. Discussions at the conference will be built around the theme of Educational Policy and OCW. Details on participation and presentation proposals will be provided on the conference website.

More Collaboration, bigger impact
We are all about openness and sharing, and what better way is there than to collaborate with more people? Mary Lou Forward, the Executive Director of OCWC met with Jay Yoon, the project lead for Creative Commons Korea on November 7th to discuss how each party can collaborate further and contribute to opening up education. University students were also invited to the discussion; it was a chance for them to learn about what they can do to share knowledge. OCWC is already involved with bringing Creative Commons into Vietnam, and this type of collaboration promises to open doors for more activities and impact at different levels.

OCWC November Webinar
The University of California, Irvine has implemented a “hub-and-spoke” system of OCW distribution. Search engine optimization is partially accomplished through a network of Web sites that link back to the original OCW course hosted at UC Irvine. In this webinar, Larry Cooperman, Director of UC Irvine’s OpenCourseWare project will describe this architecture and some surprising results in terms of visibility. The webinar will also briefly review UC Irvine’s model for OCW sustainability.

The webinar will be held on December 3rd at 10AM EST. If you are interested in participating, please email your name and affiliation to feeback@ocwconsortium.org, and you will be given instruction on how to participate. The webinar is open to anyone interested in OpenCourseWare.

The 1st Asia Regional OCW Conference
From the 4th to 7th was the first Asia OCW conference. It was held at Korea University in Seoul, Korea. Speakers from Japan, Taiwan, Vietnam, China, the United States and Korea spoke about current issues in OCW.

The next OCWC webinar will be held on December 3rd at 10AM EST. We have Larry Cooperman, Director of the University of California, Irvine OpenCourseWare project, giving a talk on how to increase visibility of an OCW project.
